The powerhouse combo in this deck; these two cards were most certainly made for each other!
This deck was actually inspired by a deck that a friend of mine made...or at least the idea of having a creatureless deck was. My deck and his deck took the approach from different angles.
His deck attempted to rid opponents of their creatures so he could attack with his Mishra's Factories. He used cards like The Abyss, Drop of Honey, and Tabernacle at Pendrell Vale to do this. I took a different approach. When I saw Reigns of Power I knew that I had to take advantage of it. Alter of Dementia cemented that theme as well. The idea behind my deck is to manage my opponent’s creatures. Wrath of God is there to support the Reigns of Power and to 'clean up' the board if needed. The Ghostly Prisons and Propagandas work wonders to keep creature attacks to a minimum. With a few of those in place it becomes costly for an opponent to attack with more than one or two creatures.
When I first built this deck, I didn't have Ghostly Prisons to include and the deck was much weaker. Now, using Ghostly Prison, Propaganda, Mishra's Factories, and the Maze of Ith it is usually fairly easy to keep the bulk of your opponent’s creatures at bay. These cards are what truly makes this deck able to be creatureless and survive.

Having four of each of these cards in my deck is what saves me from being overwhelmed by opponent's critters.
The Mishra's Factories are used mainly defensively. I use them to block the one or two critters that my opponent may pay the mana (from Ghostly Prison and Propaganda) to attack with. Since Maze of Ith may not always be in play they Factories are usually very useful. Capsize is used to remove pesky critters in the same manner, though I usually save it for emergency use only since I like to pay the mana to return it to my hand and save mana for counterspells - it can be kind of costly to do both.
Another cool old school combo that works well in this deck is the Balance/Zuran Orb combination. While both cards work well together in many decks, the effect is more powerful in this deck since generally you'll have no creatures - in effect, giving you a two mana Wrath of God in addition to balancing the cards in hand and using the Orb to control the lands each opponent has.

DECK STRATEGY TIPS: First off, you'll need to insure that you won't be wiped out by creatures. Do this by protecting your defensive cards. Save counterspells for countering things that target your Ghostly Prisons, Propagandas, Maze of Ith, and Mishra's Factories. I usually don't bother countering other counterspells targeting my Wrath of God spells since I usually have an extra in hand - remember, Wrath of God is used to 'clear' the board when things start to get hairy. You want your opponent to build up an army usually. I use Wrath of God to clear big creatures that are worth paying the mana to attack with, or creatures that have abilities that I can't deal with easily. Once your opponent has an army, use the Reigns of Power. I usually use these 1) to prevent mass attack - take control of the creatures and sacrifice them to the Alter of Dementia before damage is dealt or 2) on my turn, take control of the creatures and attack my now creatureless opponent then sacrifice the army before the end of my turn.
I haven't kept up on Magic the last few sets. I bought a bit of Timespiral block, but that is about it. If anyone has suggestions of good cards I might want to include in this deck from any of the sets after the Time Spiral block please feel free to email me with ideas.
